These Terms of Use (the Agreement) are a public offer by the game operator CityPower Team (the Administration) to capable individuals who use CityPower MMORPG. Acceptance occurs when you start using the game: visiting the site, opening the Mini App / bot, registering, or playing. If you disagree, do not use the game.
By playing via the Telegram Mini App you also accept Telegram's Mini App Terms, Terms of Service, and Privacy Policy.
1. General
1.1. Offer
The Administration is CityPower Team, owner and developer of CityPower. This Agreement covers the website, bot, Mini App, and game servers.
1.2. Age
18+ only. By registering you confirm you are at least 18. The game includes crime simulation, PvP, politics, casino mechanics, and harsh chat. Minors may not use the service.
1.3. Subject
You may use core gameplay free for personal non-commercial purposes and optionally buy extras with Telegram Stars. This Agreement covers accounts, virtual items, and conduct.
1.4. Related documents
Privacy: Privacy. Conduct: Game rules. They form part of this Agreement. If they conflict, this text prevails.
1.5. Changes
The Administration may change this Agreement unilaterally. The new version applies when published here. Continued play means acceptance. If you disagree, stop using the service.
2. Registration and account
2.1. Account
Login via Telegram. The account is tied to your Telegram ID. Actions from the account are treated as yours. One person, one account.
2.2. Accurate data
Nicknames and profile data must be appropriate. Offensive names, avatars, and impersonation are forbidden. The Administration may require changes or edit data itself.
2.3. Account access
Selling, exchanging, renting, or transferring accounts is forbidden. You must secure your Telegram and device. Contact support immediately if you suspect compromise.
2.4. Account deletion
You may request deletion via support. Deletion is permanent: progress and virtual items are not restored or refunded.
3. Virtual items and payments
3.1. Virtual items
Gold, items, property, VIP, and other content are conditional in-game units with no real-world value. They are not money and cannot be cashed out from the Administration.
3.2. Telegram Stars
Donations are optional. Payment is processed by Telegram / payment providers. The Administration never sees card details. After a successful payment, items are credited automatically. Disputes go first to our support (see MA Terms §2–3).
3.3. No real-money trading
Trading virtual items for real money, crypto, Telegram gifts outside the official shop, or assets from other games is forbidden (RMT).
3.4. Refunds
After items are credited, refunds are usually unavailable: the service is considered delivered. Exceptions: technical failure (paid but not credited), clear billing error, law or platform requirements. Chargebacks after receiving items may lead to item removal, restrictions, or a ban.
3.5. Fraudulent payments
Paying with someone else's card without permission, false disputes, and multi-account limit evasion are forbidden and may lead to a permanent ban without compensation.
3.6. Economy changes
The Administration may change prices, balance, drops, taxes, wipe progress, or roll back accounts for bugs, cheats, or RMT without cash compensation.
4. Conduct
You must follow the Game rules. In short, forbidden:
- cheats, bots, macros, exploits;
- multi-accounts and account sharing;
- RMT and selling accounts/items for real money;
- harassment, hate, doxxing, spam, staff impersonation;
- fraud, phishing, chargeback abuse;
- commercial use of the game without permission.
Sanctions: warning, mute, rollback, temporary or permanent ban, account deletion. Severe cases may skip to permanent ban. Appeal via support within 30 days.
5. License and IP
5.1. Rights
Code, design, texts, graphics, database, name, and logo belong to the Administration (within practical control) or are used under valid rights. This Agreement does not transfer ownership to you.
5.2. User license
You receive a personal, limited, revocable, non-exclusive license for personal non-commercial use. Decompiling, scraping private APIs, modifying the client, or building derivative services without permission is forbidden.
5.3. Streams and fan content
Free streams, reviews, and let's plays are allowed if you credit CityPower Team. Platform monetization programs are OK. Selling game assets separately or harming the project's reputation is not.
5.4. User content
Messages, nicknames, and emblems are your responsibility. You grant the Administration rights to store, moderate, and display that content in the service. Rule-breaking content may be removed.
6. Limitation of liability
6.1. "As is"
No warranties of uptime, error-free operation, or progress persistence. Downtime, bugs, wipes, and project shutdown can happen.
6.2. Damages
To the maximum extent allowed by law, the Administration is not liable for indirect damages, lost profits, data loss, alleged value of virtual items, other players' actions, or failures of Telegram, hosting, internet, or your device.
6.3. Force majeure
Natural disasters, network outages, cyberattacks, wars, government acts, and similar events suspend obligations while they last.
6.4. Third-party services
Links to Telegram, channels, and other sites are outside Administration control. Using Telegram means you also accept Telegram's terms. The Administration is not responsible for Telegram's policies.
6.5. Compensations
Voluntary in-game compensations after major outages are a privilege, not an obligation, and do not admit legal liability.
7. Personal data
Details: Privacy. In short:
- core data: Telegram ID and what Telegram shares with the Mini App;
- also: game profile, chats, logs, Stars records;
- purposes: login, gameplay, security, support, donations;
- processing based on accepting this Agreement and applicable law, including Russian Federal Law No. 152-FZ where relevant;
- access / correction / deletion requests via support, reply within 30 days.
8. Final provisions
8.1. Governing law
This Agreement is governed by the law of the Russian Federation to the extent compatible with mandatory rules of your country and Telegram's policies.
8.2. Disputes
Negotiate first and send a claim to support (reviewed within 30 days). Unresolved disputes are handled in court under applicable law.
8.3. Severability
If one clause is invalid, the rest remain in force. Failure to enforce a right once is not a waiver for the future.
8.4. Term
The Agreement lasts from first use until account deletion, a new edition, or service shutdown. On project closure the Administration will try to give at least 30 days' notice. Data and items may be deleted without compensation.
